Soviet navy was in the process of heavy renewal when the war started. As such, wartime fleet was composed of many obsolete units as well as many new ones. Many kinds of equipment were still to be introduced when the factories supposed to build them were evacuated or lost. Most notably, there was a lack of reliable anti-aircraft armament and modern medium-calibre guns.

Soviet naval doctrine generally focused on defending own shores and much less on raiding enemy shipping, so designs reflected this. Many units had less than good seakeeping abilities, and small ocean-going ships were just not present.\\
